First off, the number one rule of both masturbation and sex across all genders: never do it dry. Don't start going to town with yourself when your vulva is completely dry. Usually when you are very aroused and "in the mood" your vagina (located in the lower part of your vulva) may start to produce it's own lube, continuing to get wetter as you get more into it. For this reason, I recommend you find something arousing like porn to get you in the mood before you actually start touching yourself. You can also apparently buy lube from brands like Durex (who also make condoms) to help things along, especially if you're struggling to get things sufficiently moist with out it. I've never personally tried it but I've heard it's best to let the lube warm up on your hand before you start putting it on your vulva.
The main place women get pleasure is often the clitoris (I'll call it clit for short). If you didn't know, its like a little nub of flesh at the top of your vulva. It will stick out more when you are aroused. My general recommendation for how to start off masturbating is to start off by gently touching your clit. Rubbing and circular motions work well for me. When/If your vagina starts producing lube, you should keep spreading it across your vulva, especially the clit. Since it's your first time masturbating, I imagine you could probably orgasm just using your clit. I can't give you any first hand advice about penetrative masturbation or sex toys, but I doubt you want to try that your first time around, I certainly didn't.
