Fringes often suit girls with natural red, black or dark brown hair.
Rarely seems to suit girls with round faces, thin/damaged hair, natural blondes or bright coloured hair (blue, green, pink, purple).

I agree that fringes seem to suit those with darker hair colours better, but it largely depends on hair type and face shape
I love fringes on my face. My face is round in shape and has healthy hair.
I think a fringe usually looks best on people with dark hair. Also face shape can make a difference.
