The MOSS system used by universities, does it detect css or html? Of is it just languages like javascript?

Assuming you're talking about the "The Measurement of Software Similarity" system (https://theory.stanford.edu/~aiken/moss/), it doesn't appear to list CSS, and HTML as languages which it can analyse, but I still wouldn't risk it myself.
