My questions are:
1) Do I need to have applied to the University before August to be eligible for adjustment? There's a few courses I'm interested in but was given poor predicted grades so I'm not at the grade yet.
2) Is there a chance that they will still provide you with accommodation if you make it to the Uni via adjustment?

1) no - all you need is a UCAS ID number so just an UCAS account
2) depends on the uni - some are first come first served others may be different

anyone can correct me if I made any mistakes
think you may have gotten clearing and adjustment kinda mixed up but they are pretty similar processes

Basically you need to meet all and exceed at least one of your conditions so if you have an offer you have firmed of AAB and you actually get AAA you can use adjustment. You cant use adjustment until your results are known as it is only then you meet the adjustment conditions.

On results day if you have exceeded your offer you can look around for universities who will accept you on your grades. You wont need to give up your offer like in clearing whilst you are pursuing it.

The position with accommodation will differ between universities. Some will still have spare rooms in halls whilst others will be full and you would need to find your own accommodation. Basically you will be at the bottom of the pile as universities will have allocated rooms to students who have placed the university as their firm or insurance choice by the time your decision is made.

1) yes. You can’t meet and exceed a firm offer unless you have a firm offer. That means applying (generally before the deadline but many courses are open after the deadline), getting a conditional offer, firmly accepting that offer and then exceeding the conditions of that offer.
You can use clearing if you apply for the first time in August but not adjustment.
