I think the girl would sort of imply it when she brings up these type of things. But if they're being really subtle about it then either they are not that type of person or they want you to make the move.

Me, if I was initiating this, I'd be asking for something more or being really playful which still means I'm asking for something more.
I wouldn't hate you nor would I have a reason to.
Just like start by kissing her because again like you said you 'don't want to initiate anything she doesn't want'.
And she might just end up feeling uncomfortable but if this happens just try and get that friendly energy back up and don't question it that much. You don't want to make her more uncomfortable by suggesting that she was acting like this or whatever.
In general, don't think about it too much. If you think she's sending you strong hints then go for it and don't contemplate it. Be daring - it might just spark something better.
