It would depend on whether you mean an imperial gallon or a US gallon. An imperial gallon is 160 fluid ounces; a US gallon is 128 fluid ounces.

A US fl oz approximately 29.57 ml whereas an imperial fl oz is approximately 28.41. You are referring to different scales.

I'm assuming that if the question is a US question it'll be referring to US fl oz and US gal. If it's a UK question, it'll be referring to imp. fl. oz and imp. gal.

I think it's unlikely that it's asking "How many 16 imp. oz. water bottles are in a US gal" (or vice versa).

The respective sizes of the fl. oz. aren't relevant here.
