I went straight to a PhD after my MA. My PhD is funded so my fees for that are paid by my funding body. I paid full fees for my (unfunded) Masters using the UK government's Master's Loan.
My field is English Literature - and I'm based in England - so it is possible that there is funding in other fields and countries that is structured as you've mentioned. I've never heard of anything of this nature myself though I'm afraid.
