I live in the UK and sent a small letter to someone also within the UK.
I paid electronically for the first class label and printed it out.
However upon arrival, royal mail has told the recipient that they need to pay a £1.50 handling fee as 'I didnt pay the full amount'.
But How could that be possible when I paid for it online using my bank card??
can someone please explain

Postage is based on the weight and size of the letter; there's different prices for 'letter' and 'large letter', so it's been found that you didn't choose the right option.

Note that there's a limit on thickness as well as length, width, and weight; it can be easy to overlook that. (For example, a birthday card with a badge attached can exceed the 5mm thickness limit, even though it complies with the length/width/weight limits.)

As others said, it generally means you didn't pay enough postage.
Did you measure and weight it before sending to be sure it was a small letter?

The package was definitely below 100g
