It might help if you provided some context. Are you a student looking for a uni with less busy staff or an academic looking for somewhere easy to work?

In that case it is not really possible to answer your question.

All university staff are busy at various times of the year. Academic staff are currently delivering courses online and to smaller in-person groups so you will struggle to find any that would describe themselves as 'less busy'.

You would be best to approach unis that you are interested in and ask them how about class/seminar sizes, the hours of in-person teaching and the availability of staff for drop-in sessions. Then you will have something to compare them against.
