How possible is it to go abroad for sixth form (Year 12 and 13) to another European country? Anyone know any programs I can do this with? (It would be in two years time) Could I still take A levels?

It is very possible to go to international schools to study in Europe whilst doing A-Levels, however you would have to pay (sometimes extremely expensive) fees. I'm assuming you would need to study in English? If so, international schools are probably your best and only bet
