It would be 10^-3.

The dilution factor is 1000, as you're going between millilitres and microlitres. Remember 10 millilitres is equal to 10000 microlitres (x1000).

If this continued as a serial dilution, it would go 10^-3, 10^-6, 10^-9 etc..... since you're diluting by 1000-fold every time.
