Mechanics moments question

Where it says ‘the weight is removed and a different weight is hung from B and beam doesn’t tilt’ - is it true that the tension in C = 0?
If it does, then why is that? I thought that it would only equal 0 if it’s at the point of tipping but it says that it doesn’t tip?
Sorry if this is a stupid question aha i have no common sense anymore

If you've added the maximum weight before it tips then it *is* on the point of tipping. (Otherwise you could add more weight).
