Home fee or oversea fee for student with pre-settled status

Hi. I am going to uni for 2021/2022. I am from the EU and start studying in the UK a year ago. I would like to know am I eligible for home fee when I get into uni.
I have been given a pre-settled status from the EU settlement scheme and I have heard some news recently about students with settled or pre-settled status also are eligible for home fee status (from https://thepienews.com/news/uk-confi...d-eu-students/ )
I have received an offer for KCL so I have asked them about it but they replied: "In order to meet Home fees, an applicant must have settled status and have been ordinarily resident in the UK for the 3 years before the start of the programme."
So I am not sure about it.
