I’m applying independently, I was wondering how does reference work? Will the referee be only asked to write the reference and send it off or will they be also asked to check over the students details, like grades and personal statement, before the application can be sent off.

I applied independently too and asked my old sixth form tutor to be my referee. He was sent a link via UCAS and he just needed to add the reference. It's then sent back to us to send😊

So no, I don't believe they do see your application.
