I guess if the ratio is bigger then the difference between them is bigger. So higher bar on the bar chart means a bigger difference in concentrations. I think. I’m not very sure

From looking at the graph and from reading the blurb you can see that there are less Fe ions at the top of young plants than at the top of older plants. This shows that less ions were transported up in young plants because the phloem was more damaged in young plants by the heat treatment (the phloem transports Fe ions). Therefore, the heat treatment has a much bigger effect in the young plant than the old plant.

It's just a case of using the knowledge from the blurb to interpret the data given, I'm sure it will come to you with practice! Hope this helps!
