Is okie terminology used to represent ignorance?? what's the difference between okey and okie like when they are used (context)

Is this a reference for a slang abbreviation of Oklahoma used in the Steinbeck novel Of Mice and Men?

In that case, it's meant as a disparaging and offensive term describing a migrant farm worker from Oklahoma - especially one who moved westward during the Great Depression.
