If I am applying to cognitive and clinical neuroscience is writing a neuroscience statement fine or do I need to include more psychology aspects to it? I am making a last minute change from neuroscience to cognitive and clinical neuroscience.

I would double-check the course prospectus! They usually talk about exactly what the course will cover. Try to talk about more or less everything they mention in relation to your own experiences.
If the course focuses mainly on neuroscience/what you've included in your neuroscience statement then it should be fine but if they also cover lots of psych/cognitive/clinical topics then add them to be safe
