You have to apply for a permit to be able to work. So no, not really
most employers will want proof of ability to work, which you can’t get without a job as you need the info of the company and your boss etc to apply

Most places will not take on under 16's. Basically because of all the rules and regulations surrounding employing under 16's. Also they usually require a national insurance number which you will not have.
