No, you don't. You need a TV licence to receive live (or 'almost live') UK broadcast television.
As others have said, when watching on demand, a tv license isn't required. Although, if you were to watch something live (as BBC offered with the Olympics) that would require a TV license

Only for watching live streaming, like News 24. Recorded shows through iPlayer are available to all and do not require a TV licence.

My friend and I, had the same debate - i won! :p:

Long answer: It's on the FAQ's on the bbc i player site to clarify it up anyway. You don;t need a license for recorded TV, just live when it's being braodcasted live on air. But things like youtube, 40D, Iplayer - it's fine.
