Plagiarism

I got 21% plagiarism on my paper however very little of this is in text and mainly in my references is this going to red flag my paper. It’s mainly got 1% from 40 different sources

Universities tend to look at where the ‘plagiarism’ is in the text, Turnitin will highlight where it is and as long as there isn’t blocks of text that are highlighted you’ll be fine. References are fine too, mine were always highlighted

you'll be fine.

Turnitin is tool that draws attention to potential cases, but any work would be checked. If you havent plagiarised you'll be fine. Turnitin highlights all sorts of stuff, even if the stuff it highlights is borrowed as long as you cited correctly it wouldn't be an issue.
