Evaluate - means make a judgement on the significance of the impacts.
You need to set up an argument - a for and against.
So something like "on the one hand, the impacts of deforestation in the Tropical Rainforest are very significant" and "on the other hand, the impacts of deforestation in the Tropical Rainforest are less significant".
You'd need a few different impacts of deforestation explained using a case study e.g. Amazon Rainforest.
