Student finance help me plsss

So I'm a twin and I just tried to set up a student finance account on the government website, but it won't let me because it says I share too many details with another user (presumably my twin haha). I tried ringing them up on Thursday but I was on hold for ages so I gave up in the end. I read on another thread that somebody had the same issue and after being on hold, had to fill out a paper form anyway? Should I just fill out a paper form or should I try ringing them up again first? If anyone has had the same issue how did u get around it?

I'm trying to ring them up again now but its just ringing out, not even on hold yet ://
