Out of Cardiff and Bath which city would you suggest to choose uni in depending on low cost of living and high part time job salaries... also please do let me know what kind of jobs can one do to earn a living
also are there any private scholarships an international student can apply for?

Cardiff is a much cheaper city than Bath.
