Is it possible to go to uni after your GCSEs and skip A-Levels (specifically a top uni)?

Not a chance in the UK at any university. I believe it is possible in some parts of the world.

No
You will need some form of level 3 qualifications. For example a-levels, btec, diploma, access course etc.

No, not unless you are a mature student because if that was the case, no one would bother with A-Levels.

no, unless you're planning to sit your a levels at the same time as your gcses? then it could be possible?
