I’m a first year student and I’m thinking of transferring universities and changing courses, so I’m basically starting first year again. Do I have to apply as an individual applicant on UCAS or through my university? Would I also have to write a personal statement as well?

Most universities will not be set up as a ucas centre. You will need to apply as an individual.
Yes a UCAS application requires a PS (you can reuse some of your content from last year but you have a whole year of experiences to add) and an academic reference from your current place of study
