Transferring university

I"m currently in the first year of my law degree but I don't feel like my current uni is the right place for me I only went there due to my Teacher assessed grades being lower than what I expected (BBB). Do you know if its possible to transfer to a uni with higher level results?

It's possible if you're willing to restart in Yr 1 and if they're still accepting late applications for Law.

to transfer into 2nd year you are normally expected to meet the 1st year entry requirements AND have compatible first year modules AND have good results in Yr 1.
If you don't meet the standard entry requirements then you'd normally be expected to restart in year 1

My level results are 3 grades below what is expected but do you reckon they may be more lenient due to covid

I doubt it but you can always ask them.
Many Universities do not accept any transfers into Law degrees.
And any that do, are very unlikely to accept lower entry requirements than they ask of their own applicants.
