A Level Statistics - why is a sampling frame a disadvantage?

So basically the beginning of the Edexcel A Level textbook starts off with describing all the advantages and disadvantages of all the various sampling methods, and for several of them it lists needing to create a sampling frame as a disadvantage.

Why is this? Is it simply because creates more work for the statistician or what?

Yes. It's something you have to do, which takes time.
