did Mendeleev sort out the elements in order of Mass number or Atomic number , I'm so confused as the revision guide is saying both

There’s actually a slight difference. The mass number is the sum of protons and neutrons in the nucleus of a specific atom, whilst the relative atomic mass is a weighted average of the mass numbers of different isotopes. It’s more accurate to say “relative atomic mass”.
