I think he is the worst Chancellor since Norman Lamont. George Osborne and Philip Hammond were far better, even if boring. Rishi Sunak has no clue about normal business and working ways, and the Eat Out to Help Out scheme by not including takeaways helped spread Covid 19.

He is purely a victim of circumstance. Wait until he asks middle earners to pay more tax, then we'll see how popular he'll be.
