What are the chances of in-person teaching for uni come September 2021?

Extremely high. Unis are for the most part (course leaders make their own decisions so some courses may be online) teaching in person except for when they’re in a lockdown.
Add that to the fact that there’s 6 and a bit months for things to improve as well as a vaccine which will allegedly be given to all adults by the summer
