I usually see some jeeps parked off-road with lights on usually at night on off sides of motorway!
Are they police?
And if yes can you get penalty points and ticket at your home if you speed ??or do they just chase you?

They're just Highways England Traffic Officers.

No. They have no power to issue fixed penalty notices.

They are there so they can rapidly attend incidents if and when required.
