Ok lets say i got a 4 in maths and i resit in November 2021 and i get lets say a 9 wht grade will the uni see the grade 4 or 9 (if do resit i will be in year 13)

You have to declare all grades you receive to UCAS. They will generally judge you by the better one.

yes i know that the only thing i am afraid is will it be too late? If i resit i would be Year 13 And my result would come out on January 2022 Will this time be too late?

Why is getting a result in January of Year 13 too late? You don't get your A level results until the end of Year 13 and that is not too late. You just put that the grade is pending when you submit your UCAS application.
