Can you travel to Canada if you have a BRP?

I want to ask on the behalf of someone else they have a Biometric Residence Permit does this allow them to travel abroad?

As in a UK BRP? Provided you don't violate the terms of your visa attached to it (usually that you can't spend more than X amount of time outside of the UK) yes you can travel with one. That said a BRP is not a travel document; you still need a passport, if that is what you mean.

I mean, it matters as far as visa requirements go, since there may be restrictions on those with passports from certain countries potentially, or there may be existing agreements between Canada and other countries for certain types of visa or short stays (e.g. with the US). Have you actually checked what the requirements for travelling to Canada are in terms of visas and how long you plan to stay there?

what do you mean travel to Canada with a BRP? a BRP isn't a valid visa in Canada. it's only a visa in the UK, so no.

if you want to go on holiday you either need just a passport or you might also need a visitor visa depending what kind of passport you hold. you can check on that here

except Canada isn't allowing foreigners to come to Canada for holiday atm because of Covid, so when is this trip planned?
