You gain people to play with as you play. If you don't play a lot, then you're not gonna have many.
When I played Xbox Live on 360 a lot, I had lots of characters I was friends with. Now I don't play online, they're all old accounts.

It really depends on the type of game you play, for me it would be either Warzone or COD zombies, mostly games where you have to talk to each other and provide teamwork etc are the games where you find genuine people that you play with consistently
