I’m currently at uni and planning on dropping out and re apply for September entry at a different uni doing a completely different course (one I studied at a level) so In my personal statement I wrote a lot about the course I now want to study in September. I’m entering as a personal entry so I had to make a new account and application and just wanted to know if I can recycle parts of my statement.

Yes you can reuse parts of your previous statement.

You don’t have to withdraw from your current course to apply through ucas. If you want to you can complete the year.
Even if you do drop out make sure that you include your current university and course in your education section along with your A levels and GCSEs.
