I’ve made tik toks and put them in my drafts.But when I uninstalled the app they all got deleted.Is this because the tik toks weren’t saved to the cloud or the database? Can I get them back?

I think you posted in the wrong place.
Once you delete the app all the drafts are gone, I believe. I don't think they're saved anywhere else.

Does tik tok view the drafts tho or no since they ain’t saved?
I think tik tok works like snap since if you don’t save the snap it’s not saved to the account or database

To be fair they probably could access the drafts if they wanted too, I'm not sure how private your information and videos are. But yeah, if you don't save it then it probably won't be saved anywhere.
