Best of their respective eras (bar Gladstone/Disraeli who were around at the same time).

Argument could be made for Peel as well but he split his party even if he took the country with him so I gave it to Gladstone as his ideological legacy.

Arguments could also be made for Salisbury and Attlee who were defining too albeit I oppose Attlee's ethos and Salisbury probably doesn't get anywhere near the credit he deserves.
