Yep you can cut body fat whilst retaining muscle- but body fat will come off all over not just from one place. Providing your thighs and bum have good muscle they should keep a lot of their shape and definition. You'll need to be in a slight calorie deficit to lose fat and eat a good amount of protein to maintain muscle

Giving your muscles a stimulus so they stay there, can be in the form of weight training or calisthenics.
