Is it possible in theory to do a higher level exam in November (as i would like to transfer onto a course at university that requires HL maths not SL for the second year or as soon as possible) after actually receiving the grades after May exams (no official exams this year, but still). Let's assume I can learn all the content in the summer independently. Also, will the IA need to be redone, or I can use the SL IA?

Need to make IA more advanced to get more than 3/6 on the "Use of Mathematics" criterion. It is possible to take the HL exam in Nov. if there are exam centres near you which offer it, but you will have to start studying pretty soon: some of the HL concepts can be tricky.
