Why do girls get so upset when people see their underwear, yet wear revealing bikini?

I never understood why some girls get so upset or embarassed whenever someone sees their underwear or sees them in their underwear when they themselves wear revealing bikinis which show off just as much of their body, if not more then their undergarments would.

Really it just makes no sense to me at all, is a bikini really any different than a pair of bra and panties other than its made of a different material?

I am no expert, neither am I a girl. However, most guys wouldn’t want to be walking around in boxers or whatever right? But they would be fine walking around in swimming trunks or shorts. This is the same for both genders and I think it might be because, growing up they knew underwear ( boxers bras panties whatever) to be something that covers up sexual parts, but as swimming clothes to be outfit. Apologies if that made no sense, I tried my best to explain.

Consent.

Underwear seems more intimate, and it's not something you intend to be seen in.

On another note, all girls are different. Some wouldn't want to be seen in a bikini at all, and some wouldn't care about being in their underwear.

good question and simply, because society has sexualised the female body to the point seeing a woman in underwear is seen as overly provocative and we are told to cover up, whereas wearing a bikini is acceptable and expected beach attire.
underwear feels more private because we aren’t expected to wear it casually, but i suppose either way we are sexualised so it says more about society than women’s preference
