On a gap year atm and decided not to retake my a levels like I was going to which means I won’t reach my uni offers, how do I apply to a different course completely different subject and all? Do I have to write a new personal statement? Is it too late to change my choices?

Clearing is fast and there simply isnt time to look at Statements - decisions are made just on grades, so it won't matter if you are applying for a different subject to your original choice.

If you withdraw from your current choices, you can enter Clearing as soon as it starts in July.
Many courses will not be put into Clearing until A level results in August, but because you have achieved grades, you may be able to sort out a place before that.

Or you try Extra now. Again withdraw from all your current choices, and you can then apply for an individual course that is still accepting applications as part of the main cycle.
