Which of these countries teach undergraduate courses in English?

Which of these countries: Austria, Belgium or Germany has more universities that teach undergraduate courses in English?

I will probably guess that Germany has more universities that teach undergraduate courses in English, because they have more universities in general and more big cities that attract international students. International students go to Munich, Berlin, Cologne, Hamburg, Dresden, Frankfurt and a bunch of other places in Germany to study, and all those universities have undergraduate courses in English. I feel like for the other two countries international students mainly only go to the capitals and maybe another city or two. I could be wrong though, but I am pretty certain.
