It's possible, but they tend to be colleges offtering degrees, or unis on the low end of the league table, even if you have A*A*.

Instead of selling yourself short, I would recommend taking the gap year to get the third, since it would be easier on yourself getting the necessary grades. I'd also spend that time preparing for any papers you will need to resit or are worth resitting.

Sorry, I've misread that you want to attend universities in Finland. In which case, I am not sure.
I've briefly looked at Finnish universities (because I was considering going to one at one point), and they tend to ask for either 3 A Levels, BTEC, or IB from the UK. I haven't see the exception to the rule yet, but then again I am only looking at the sciences and engineering (which I presume you also are). You can try to contact the universities yourself just to check.

I don't think it's likely the Finnish universities will consider 2 A Levels, so it's safe to do the third.
I am currently finishing off my Maths A Level, and I'm part way through my Further Maths. The Further Maths material seem to be roughly A2 level of difficulty of that in Maths, so it's not going to be easy. The exams and assignments should be roughly the same format as Maths, so it's a possibility.
If you are doing OK in maths, and you're taking physics on top, then I don't think you will find further maths to be too much of a stretch.
