Can you study Chemical Engineering without Chemistry A level?

You'd need A level chemistry and maths.

Loughborough only needs one of chemistry or physics (https://www.lboro.ac.uk/study/undergraduate/courses/a-z/chemical-engineering-beng/), Sheffield just needs maths and a science (https://www.sheffield.ac.uk/undergraduate/courses/2021/chemical-engineering-beng#entryreqs), Nottingham also only needs one of chem and physics (https://www.nottingham.ac.uk/ugstudy/course/Chemical-Engineering-BEng#requirements), and there are probably others too if you search hard enough
Yes, typically unis offering chemE just require one of chemistry or physics A-level, alongside A-level Maths. There might be a couple that require all three but I expect these would be in the minority, most I have seen just require one of the two sciences and maths, sometimes with a third science/maths subject (which is unspecified). Usually unis take applicants with one or the other and students take a different first year module in either physics or chemistry depending on what background they are missing.
Hi @Qxi.xli,

Have you had a look at our Chemical Engineering degree with a Foundation Year? For this programme, the entry requirements are BBB with the requirement of one A level being in physical science (or Maths).

If you have any questions I'd be happy to help.
Ella
