Are the 2021 history exams which are being released soon entirely made from past papers available on their website?

Basically, should I just revise these questions instead of the whole subject?

Thanks

No, the exam boards have issued new papers that will make up the majority of the examined content. However, it is a good idea to use old papers for practice to familiarise yourself with the question styles and mark schemes.
