I would start by writing a x 10^3 as something times 10^4. Are you able to do that?

If not, imagine you had 3 x 10^3 instead which is 3000. What's that as something times 10^4?

Post your working if you get stuck.

Correct  So now you have

a/10 x 10^4 +b x 10^4= c x 10^4

The left hand side can now be written as a single term - are you able to do that? Again, if you're not sure imagine you had something like 3 x 10^4 + 4 x 10^4, what would that be equal to?
(a/10 + b) x10^4= c x 10^4

(a/10 + b) x10^4= c x 10^4

Correct again. Are you able to finish it or no idea from here?

yeah I'm kinda lost now

this is what I think:
((a/10 + b) x10^4)/10^4= c

i dunno if it can be simplified more

You were so close with this:

(a/10 + b) x10^4= c x 10^4

If both sides are x 10^4 then they must be the same thing...

Again just say if you're unsure.
do i just cancel it
so
a/10 + b= c

That's how we do things in the maths forum. Please keep asking for help whenever you're stuck.
