As I put it in the title, when a Uniersity says "the 2021-2022 adimission cycle", do they mean the group os people who will be applying during the year of 2021 and the students who will be applying in the next year. Or do they mean the year in which these people will enroll in case they are accepted? If none of the above please tell me the right answer, I'm Brazillian and this is making me go nuts.

Can you link to where you have seen a university use this phrase?

It will usually mean applications submitted from September 21-August 22 for entry in autumn 2022

I think it means people applying from Sept. 2021 to Sept. 2022 (or earlier) with the expectation that they start the academic year in Sept/Oct. 2022
