There are two partss in your post.
The first would come under life coaching or some other education which is what the poll in the thread would come under while proper depression might fall under mental health but the state aimlessly throwing money at it won't help peoples lives apart from those getting paid.
The mental health system also lacks safeguards which put peoples lives at risk of abuse.

That's true, but I think life coaching can also help dealing with mental health and not only "life problems", so that's why I believe mental health and these issues are clearly linked. As for the mental health system, well, if the state aimlessly throws money at some inadequate facilities such as the one mentionned in the article, of course it won't help peoples lives, but there are other ways to improve mental health, and being more open to talk about it is a (cheap) way. Another example, in France they gave to students the possibility to go talk to a therapist for up to 3 sessions, paid by the government, about mental health struggles; I'm not sure if there's an equivalent in the UK, and I'm not sure if it's truly the best solution either, but it's another possibility...
