Most big state dental schools have degrees in English, where teaching is done in English in the first few years and you are also learning Romania, as you need that for clinical placements/practice, as you can imagine. There are loads of foreign students from all over the world studying in Romania and this is a tradition going back 30-40 years.

Good luck.
