I'm currently making an essay plan for this question, however I'm finding it hard to justify with my points as to why it hinders/doesn't hinder effective government as it's sounding more like a "to what extent are constitutional checks and balances effective" rather than focusing on the US government's effectiveness. If anyone could help me with the plan I'd be very helpful (I have my A level assessments on Wednesday!!)

Checks and balances tend to restrain the government's ability to encroach on individual rights if designed to prevent collusion by its branches.

As to your question, they are effective to the extent that they are objectively applied and upheld by those within the seats of each branch. Checks and balances only work to the extent that the members of each branch honor their responsibilities and value the democracy that their position is meant to uphold over party affiliations or political/monetary connections. Otherwise, C&B can not only be rendered useless but can be abused to achieve the very thing it is meant to prevent - a monopolization of power by one individual/party (for example consider that all three branches - executive, legislative and judicial - fall under the control of one party, or are majority members that are ideologically aligned to the far end of the political spectrum)
IMO C&B is like a double-edged sword - works great if followed as intended, but can also provide a very easy route to authoritarian style governance if all the pieces of the puzzle are skillfully put in place
